Target Release: BACKLOG
Priority: P3 (normal)
Summary: Synthesize scrollbar on OSs that don't render them
Description:

This is a placeholder for new component development, based on Slider or DD logic.

In iOS and in Safari 5.1 and Chrome 15 (Canary build at the time of this ticket) on OS X 10.7, no scrollbars are rendered for elements with overflow: scroll/auto, leaving no visual indicator that that
area is scrollable. So the issue exists on mobile and desktop.

This component should render a skinnable (iOS-like default skin?) scrollbar that could be used as a drag handle and could optionally appear and fade out per the iOS behavior.

This would be used by at least Scrollable DataTable on devices without visible scrollbars.
