Consider this scenario: An AJAX application where an XHR request initiates a file download. In IE7, with default security settings, the yellow security bar appears and user has to click on it and
select "Download File...". Then, IE7 actually reloads the *whole* page.

The problem: When using history manager, IE7 does not honor the URL fragment when doing that particular reload. Thus, user is not going to the last location of the history. For instance, if the
current URL was ....main.php#foo=bar, after clicking on security bar and selecting "Download File..." the URL resets to just main.php.

Is this a known issue in IE7? Any way to get around it?

I suggest the following course of action:

* if there is a workaround that can be done for IE, then implement it;
* if there is no workaround, document this in History Manager documentation, because people might rely on history manager's feature to keep their application to the same state as before the user
clicks on the security bar.
