How to get the loader to send a 304 Not Modified

If I'm mistaken please let me know, but combo.php on the Yahoo CDN never sends a 304 status code which is very nearly what I consider a bug. Is there a reason for this?

I overlooked the expiration header which is 10 years in the future.
