Drag plugin's misbehavior upon scrolling inside scrollbar

I have a Panel, that has Y.Plugin.Drag enable for dragging. Inside the panel, I have a scrollbar to scroll panel content. When I hold and move the scrollbar's thumb, the Drag plugin think I am dragging. Then the panel is dragged, not the content is scrolled.
As a result, I cannot scroll the content once Drag plugin is enabled.

How can I avoid such misunderstanding of Drag plugin?
