Menu bar and panels

Hi,
I'm trying to use 3 panels (top panel, lower left panel, and lower right panel). Displayed the menu on the top panel; but the drop-down submenus do not get displayed over the lower panels?
Is there any workaround?

Do you mean Layout Units? If so, then this example explains it:
